Tokyo airport fees: what you pay at HND
Passengers leaving Haneda on an international flight pay two charges, both inside the ticket. The first is Japan's International Tourist Tax, raised to JPY 3,000 per departure from 1 July 2026 (JPY 1,000 on tickets issued by 30 June 2026). The national government sets it and airlines collect it. The second is the passenger service facility charge for the international terminals, JPY 2,950 per departing adult and JPY 1,470 per child, set by the terminal operators. Arriving international passengers pay neither charge.
